waxed “handlebar moustache”, top hat & opera coat... maybe he’s tied Foaley to something because he has too much self-preservation to try tying Holly to anything.
Holly could have an old fashioned RCMP/Mountie uniform on so she can be the hero(ine) to the rescue!
